1975

Elaboration of new system of traffic rules, and of technical regulations on road vehicles.  

1976

Accession to the Agreement on Road Traffic and Road Signs and Signals.

Mandatory application of UN/ECE Regulations concerning the technical provisions on road motor vehicles (15 regulations). 

Introduction of 120 km/h speed limit for passenger cars on motorways (no speed limit before), on other roads outside built up areas: 100 km/h (no speed limit before). 

Mandatory use of safety belts in vehicle seats (they must be worn) if the installation is obligatory. 

Front seats in passenger cars (except taxis), bus-driver seat, front seats in buses (except buses engaged in local scheduled traffic), front seats in lorries should be fitted with safety belts. Safety belts may only be fastened to factory-built in anchorages.

Children under 6 years are not allowed to travel in front seats of passenger cars.

1979

Speed limit of 100 km/h introduced for passenger cars on motorways (120 km/h before), on other roads outside built up areas 80 km/h (100 km/h before). 

1984

Motorcycle drivers and passengers are allowed to travel on condition of wearing safety "motorcycle"-helmets. (The use of safety helmets is obligatory since 1965). 

Front seats in taxis must also be equipped with belts. 

Mandatory use of low beam headlights for motorcycles also in daytime. 

1987

Speed limit of 120 km/h introduced again for passenger cars on motorways, on motor-roads 100 km/h (80 km/h before). *

1988

Children under the age of 12 years and 150 cm body height are not allowed to travel in front seats of passenger cars. 

Re-regulation of drivers' professional aptitude tests (preliminary and special test).

Mandatory application of 24 UN/ECE Regulations concerning the technical requirements on road motor vehicles. 

 

Driver's seat in taxis is exempted from mandatory installation of safety belts. *
In lorries only the driver's seat and the front seats for passengers have to be equipped with belts. 

1991

 

 

 

In case of passenger cars registered as new vehicles, all seats should be equipped with factory-built in anchorages necessary for safety belts‘ installation.

Rear seats of newly registered passenger cars shall be fitted with safety belts. 

If vehicles of older makes are registered, rear seats of passenger cars shall be fitted with safety belts, if there are factory-built in anchorages necessary for safety belt installation.

1992

Re-regulation of drivers' training and examination.

120 km/h (80 km/h before) speed limit introduced for motorcycles on motorways, 100 km/h (70 km/h before) on motor-roads, 80 km/h (70 km/h before) on other roads outside built up areas. 

Speed limit for passenger cars in built up areas: 50 km/h (60 km/h before). 

Motor vehicles on motor-roads and on main roads outside built up areas shall be lit with low beam headlights also in daytime. 

Outside built up areas mandatory use of safety belts in all seats (except taxi drivers and rear seat taxi passengers). 

Acceptance of the National Traffic Safety Programme. 

Establishment of the Inter-ministerial Committee on Road Safety. 

Elaboration of the Yearly Action Programme on Road Safety. 

1993-

2002

Continuous construction of motorways (269 km533 km).

Construction of roundabout intersections (10 roundabouts → 202 roundabouts). 

1994

Outside built up areas motor vehicles, agricultural tractors, slow vehicles equipped with low beam headlights, and mopeds shall be lit with low beam headlights also in daytime.  

Seven (7) exemptions* from the compliance of safety belts use.

Children under 150 cm body height are allowed to travel only in safety seats for children in the front seats of passenger cars.

1995

Mopeds fitted with low beam headlights should be lit with low beam headlights in daytime as well.

In railway crossings outside built up areas and inside built up areas the

speed limit is 40 and 30 km/h, respectively *

Moped drivers are obliged to wear motorcycle helmets outside built up areas

Number of safety belt wearing exemptions* is reduced to six 

Child safety seat may only be used in case of seats without air bags. 

1998

Moped drivers are compelled to use the safety helmets also inside built up areas. 

Passenger car drivers are not allowed to use hand-held mobile phones while driving. 

Drivers of two-wheeled or three-wheeled vehicles are not allowed to use hand-held mobile phones not even if stopped because of traffic reasons. 

1999

Reconstruction programme of railway crossings (fitting of half barriers).

2000

Compulsory introduction of 56 EU Directives on road vehicles and of 42 UN/ECE regulations of the same importance 

2001

For passenger cars, motorcycles and motor vehicles under 2.5 t max. mass, introduction of 130 km/h speed limit on motorways, 110 km/h speed limit on motor roads, and on other road categories outside built up areas: 90 km/h.* 

Number of exemptions from safety belts use is reduced to four. 

Wearing the safety helmet is mandatory only in case of motorcycles and mopeds "not equipped with enclosed passenger compartment". *

For daytime lighting of vehicles the daytime route indicating lamps can also be used. 

Introduction of point demerit system. 

Driver improvement training related to the point system. 

2002

100 km/h speed limit on motorways for buses, in compliance with special requirements (80 km/h before). 

Children under 12 years, and 150 cm body height, even in the rear seats of passenger cars, can only be transported in safety child seats (five exceptions*).

2004

Modification/tightening of the point-system. 

* The road safety effect of the measures marked with * was not positive, or in some cases they rather had a decidedly negative consequence.
